GOVERNMENT of India telegram of 20th September. Defiance of the provisions of Opium Agreement by provinces has been spreading for some months past, and has now culminated in the public destruction of seven chests of Indian opium by the Anhui authorities.
Continued representations to the Central Government have hitherto proved futile, and I would propose, subject to your approval, to send His Majesty's consul-general at Shanghai in a man-of-war to Anching, which is capital of Anhui and not an open port, to investigate this case on the spot.
